Loading locations may cause an error

Description
If the locations.dat is damaged or otherwise invalid, an error (as explained here https://www.aksdb.de/board/viewtopic.php?f=9&t=191&p=690#p689) is thrown. That is not very intuitive however.
A custom error specifying the problem would be better.
